This is not uncommon.
As long as your loose toilet doesn t have a broken flange you can usually tighten the bolts with a crescent wrench to resolve the problem but don t overdo it or the porcelain may break.
Check the flange bolt at each side of the toilet using a pair of pliers or a small wrench.
If a bolt is loose tighten it slowly just until it is snug.
Tightening the bolts too much can crack the brittle porcelain of the toilet for which there is no repair.
The mounting bolts attach your toilet to a flange a sturdy ring of plastic or metal.

16 install bolt caps over the closet bolts.
Check the level of the toilet.
14 tighten nuts on closet bolts.
Pry off the two plastic bolt caps located one on each side of your toilet base.
Just make sure the flange is flush tight with the top of the floor otherwise your toilet will wobble.
Replace that wax seal and then reattach the toilet to the floor using those new bolts.
Is it solidly planted on the floor or does it rock.

Check the other bolt to make sure it is equally snug then test the toilet for rocking.
Test fit the toilet over the flange.
Tighten the nuts onto the new bolts.
You can go ahead and make sure you turn off the water disassemble those bolts pull the toilet off of the floor replace that wax seal.
15 trim bolts with hacksaw.
Sit on the toilet and transfer your weight in all directions to help seat the wax ring correctly.
Stop tightening once the toilet sits securely.
Follow the easy instructions that come with your product being sure to tighten each of the four bolts a little at a time so the rubber gasket goes down evenly around the bend pipe.
Check the condition of the flange.
